Southern California & South London

Hello, teachers!
Please help me with these!

[1] Which is the correct, natural expression?
1. Robert lives in an apartment in southern California.
2. Robert lives in an apartment in the south of California.

Hello again, teachers, especially Londoners!

[2] North/South/East/West/Central London: Are these all the real names, ie. proper administrative district names?

[3] Which is the correct, natural expression?
1. Robert lives in a flat in South London.
2. Robert lives in a flat in south London.
3. Robert lives in a flat in southern London.
4. Robert lives in a flat in the south of London.

For the London part -

1 or 2 sound natural and I think there could be a huge debate over whether south needs a capital (no pun intended!) letter. I would not use a capital.

These are not administrative district names, just ways of dividing up a large city. Anything south of the River Thames is south London but quite where north, east and west meet are a bit less well defined

It would normally be 'southern California', Ms. Jandi. Many people consider it a favoured region of the Golden State, however, and call the area south of San Francisco 'Southern California'.
