In succulent, does the second u have the same sound of u in use?

The symbol is y and an upside down e. Another dictionary gives a symbol j with an upside down e. Why are they different? The u in use has symbol yoo with an upper bar, or yuh, or yu with a double-dot. I think the last one is IPA (International Phonetic Alphabet ). Which one(s) is (are) Webster's symbol? Is there a word with sound u with a double-dot but without y in the front of it? I am only talking about American English. Thank you.

No. Not if you hear it at normal conversational speed. You can pronounce it that way when you say the word very slowly and carefully, but in normal speech the 'yoo' becomes something more like 'yuh'. I'd say that most of the time you won't hear that second 'u' as in 'use', but as in 'pull
