so...that / such...that

Hello. I found this question in the book.

Q. Foreigners are ( ) strange people ( ) we cannot understand them.

The answers are (such) and (that). But why can't I put "so" in the first blank?

So does not modify nouns. You could use so if the sentence read: Foreigners are so strange that ... Foreigners are so strange a people that..
