Sort of + Verb

Hi,

I would like to ask a question, that is, is it correct that it means "to some extent or in a way " as long as the phrase "sort of" appears before verbs, such as:

1. Why is it so difficult for us to sort of wrap our heads around and address very quickly and rapidly and with as much seriousness as we should?

2. But it's something that's especially difficult for all the reasons that we've discussed, that it's easier to sort of set it aside for now and not squarely deal with it.

3. Nick: To be honest, in the history of the band, I think the best and the most fun experiences all along have been things where we've really sort of collaborated.

4. So we thought why not just sort of combined those two threads?

And if there are any exceptions, please kindly explain.
