Sort of

i saw this sentence in TIME magazine.

" But South Korea sort of has to exist in a fugue state."

why editor use "sort of" in that positon ?

i saw "sort of friend", "sort of drink" but, "sort of and verb" is not usual to me..

i saw "sort of friend", "sort of drink" but, "sort of and verb" is not usual to me..

It's a rather causal way of saying that 'exist in a fugue state' is not the writer's exact meaning.
