I'm sorry to disturb you, in the simple present, is okay; but when you add "just now," the present perfect is required.

And I think that applies here, too:

1. Sorry to have disturbed you just now.-- The listener was disturbed a few moments ago or slightly earlier, and is now getting an apology after the fact.

2. Sorry to disturb you just now.-- Said as the disturbance is in progress.
