There's a tradition (in some English speaking places) that it is good luck for a bride to wear something old, something new, something borrowed, and something blue on her wedding day. Phoebe is joking that the weather is so cold that it will make her skin turn (somewhat) blue. That way, SHE can be the something blue.

and Pheobe meant its soo she might turn blue. Blue is a sign of good luck in weddings
