someone/anyone

(1)If there is not someone to talk to/Without someone to talk to
(2)If there is not anyone to talk to/Without anyone to talk to

To me the use of 'someone' sort of pre-supposes that there normally will be a person available to talk to (possibly a person in a specific role/function).
