It's an acknowledgement of excellence. It's a sign of admiration. It's popular slang - very low register in my opinion. You'll never hear me saying it.

Wow! But please read this phrase, when I was translating it to my language, I think that slang didn't mean you are excellent or something like that. Perhaps I'm wrong.

"Girls Who Rock" seems to be the title of a rock 'n' roll band. I imagine it's an all-female band. I suppose they gave themselves that name because they wanted to project the image of people who are great at what they do and are worth being admired for how well they sing and play. They see themselves as energetic and exuberant.
