Someone please check my grammar in the following sentence.

"It is I who has been neglecting you."

It just doesn't look right to me and my grammar is wrong 90% of the time.
Someone please help me?

This construction gives everyone trouble. Where in the world would anyone actually need to generate that sentence, anyway?!

That's why the more colloquial

I'm the one who's been neglecting you.

is probably more commonly heard.

"It is I who has been neglecting you."

To me, "It is I who has been neglecting you" is incorrect.

It should be: "It is I who have been neglecting you."

The verb should be 'have' to agree with pronoun 'I'?
