Someone in negative sentences

I learned at school that we use ‚someone‘ in positive sentences, ‚anyone‘ in negative sentences and questions.

Now I came across the following sentence. Is it wrong or are there exceptions to the rule? „I was told not to insult someone and Never to exclude someone.“
