Someone has the kindness [to do]

1. The man has the kindness to carry my baggage.

I'd like to know here if "to move" expresses a "degree" as in "I have enough money to buy a car."
And I'd like to know "to carry my baggage" modifies "the kindness."
Thank you in advance for your help.

More or less, though not explicitly. You can even rephrase the original thus.

The man is kind enough to carry my baggage.
