"someone down at somewhere"

Hi, would someone please tell me what's the meaning of "down at", as in "some one down at somewhere", like "how are all your people down at Selsey?"

Three possibilities: actually 'down' in reference to elevation; south of the point of reference; no real meaning at all, just 'not here'.
