Somebody's offer

1-There is not one of them who will say "no" to somebody's offer.

Does the sentence mean:
a-None of them will say "no" to anybody's offer
or:
b-None of them will say "no" to the offer of one specific person the speaker has in mind.
or:
c-Each one of them will say "yes" to at least one person's offer.
