Hi everyone,can anybody please explain me what means structure stated in subject.other examples:Vendor to confirm something.Vendor to submit something.Vendor to provide something.I think it is not grammatically duly but in minutes of meeting I see it very often.Thanks in advance.David from Czech Republic.

The infinitive is commonly used in newspaper headlines to indicate future events. A few days ago this might have been in newspapers: President Obama to visit Russia.
