Somebody

Hello,

1.They should give the money to somebody who they think needs the treatment most.

I have to break the above sentence into two independent sentences.

1a)They should give the money to somebody. They think that needs the treatment most.

1b)They should give the money to somebody. They think someone needs the treatment most.

1c)They should give the money to somebody. They think he/she needs the treatment most.

Which one is correct or suggest any other possibilities?
