Some/any in WH- questions

So, we know about using some/any in positive and negative sentences, and we know that we use 'some' in requests/offers, and we know that we use 'any' in interrogative questions (yes/no questions). But, what about WH- questions.

For example:
Statement: John is buying some milk.
WH- question: Who is buying _____ milk?

So, is it 'some' or 'any'? Why?

The rule is as follows:

use 'some' (not 'any') in special questions (WH-questions fall into this category) and general (yes/no) questions which bear offers or requests.

Who's buying some milk? Why don't we buy some milk? -> special questions
Would you like some milk? Can I have some milk? -> o
