Some vocabularies

Hi,

There are two phrases/ words that I am not sure if they are used in English.

First, nowadays, especially in China, they sometimes send a group of government personnel to modern cities to study or become sister cities. How do we call these groups of people? Do we call study groups? or culture exchange groups?

Second, when we go on a trip, sometimes it is a way experience what life is again, so can when we advertise a trip. Is it okay to say," sign up for this life experiencing trip/journey"? Should I say trip or journey?

I just saw the word delegation might be used more often in formal case. should it be called Chinese governmental delgation?
