some usage of words problem

What is the mean of "ever-taller"

Concerning these serious problems, ther are three ways (paths ) we should do to (follows to) take a lead in coping with air pollution.

Why we cannot use ways?

Why "do to " is not correct ??

To reduce the air pollutants ,the government should renew the present license system instead of (which is now)out-dated one.

What go wrong with this sentence?Why we cannot use"instead of "?

We should set the lowest standard whcih the factories must obey,(and they should )not produce pollutants above that level.

Why "and they should"is needed? we cannot use "not produce pollutants above that level "as a adv clause?
