Some sentences

Hi,
Here are some sentences from an article about mobile masts in Texas which I can't understand what they mean.(especially the bold parts)

1- "No commercial antenna antenna support structure microwave reflector antenna or associated foundations or support wires may be located within any required front side or rear yard setback."
2- "Extent to which the proposed facility has been designed to reasonably replicate a non wireless facility."

I appreciate any clarification in meaning in advance,

Hi 1. I would understand that to mean that local law requires some properties to have areas at the front, side or rear which must be kept clear. No antenna may be built in those areas 2.
