Some questions on tense usage

Hi.

1. Is it correct to use a variety of tenses like the present perfect tense and the past tense in a short text? Why would a person use a present tense in one part and a past tense in another part? I think I would have use present tenses in all for the text below in the places indicated.

He has attended this school. He took many science courses and excelled in many of them. He also participated in many extracurricular activities like playing the flute in school Music Club and playing a center in our soccer team. He has received his diploma. If he has applied to your college, I would ....

2. Is it correct to use a past continuous tense to describe a routine.

He got up at 7 p.m. He was thinking of going to work early. He took the first bus downtown, arriving there before the usual time of 8:10 a.m. He took another bus from there to get to work before 9:00 a.m.

3. Is it correct to use a past perfect tense in one part of a sentence? I think it is. (I think the type of sentence below is called a complex sentence - not sure, though) Could we use a passive past perfect tense as indicated (is it called a passive past perfect tense, anyway)?

He has submitted the proposal last week but was turned down (had been turned down - OK?). He was sad to receive the notice from the management.

Yes. Either way. was or had been turned down. Both are passive. Past and past perfect.
