Some proofreading questions

1.A government television advertisement shows that young women in a discotheque rejecting prospective dance partners until the men put out their cigarettes.

Why "that" is unnecessary here?

2.Half the complaints are concerned with noise outside the building.

"Half" in this sentence is adjective? or noun?? or adverb?

3.Dr Andrew of the EPD said karaoke lounges in residential blocks are causing a serious problem.But the most of his staff could do was prosecute on the basis of complaints.

"the most of " & " the most" , any differences when using them?

4.The EPD first issues a warning and if the problem is not remedied in three to four weeks, an official notice is issued which ordering the owner to reduce the nuisance.

Why"which" is redundant here?

5.So far,however, there have ___ no prosecutions of karaoke lounges. (Missing word: been)
Why " been " must be added here??

6.The flat owners of the building have met several times and have also complained to the local police repeatedly but ___ action has been taken.(Missing word: no)
what if I put "not" after " has" ?? Is that okay?

7.One angry resident said it was too noisy that all the windows of the flat had to remain closed all night every night.(too->so)
Why "too" is unsuitable here?? The sentence mark "angry resident" , "too"has a negative meaning,doesn't it??
