01. We tell the time 'by' watches and clocks. Prepositions are awkward, you just have to learn which is correct for each circumstance even though others might seem just as logical.02br

002. I agree that either by or before could make sense here. 'by' does have a sense of arriving only just before or at 8pm, whereas 'before' means if you are there at 8, you are late!02
