Softening the language

Hello, I need your kind assistance to review whether I could soften the negative language in the 1st sentence.


1. The organization declined to offer an assessment of the defence plans, as detailed information has not been released.

2. The assessment of defence plans were not offered since the detailed information could not be released.

The negative language is fine; I think you should use had instead of has, as declined places the sentence in the past tense.

The second sentence is flawed. It should be "An assessment of the defence plans was not offered, because the detailed information such an assessment would contain could not be released." This is a bit softer, but it is hazier. The first sentence says who was not offering it, but the second seems to sidestep that, leaving us to wonder why it is a secret. I don't see the first sentence as at all
