Is the underlined part completely natural?

I knew that strike-call situation was very critical, so I decided to soft-pedal the issues concerned to the other employees.

No, but the use of 'soft-pedal' is fine. It's the post-modifier 'concerned' that sounds off.

Add an adjective (other than 'concerned') before 'issues' if you wish.
