When the social inequality that education supposedly addresses has been made worse, societies are left frustrated, and economies stagnate.

I cannot get the meaning of this sentence. Does the author say that education (seemingly) addresses the social inequality? What does it mean? I know this forum is about grammar and structure, but I guess I'm unable to understand the concept because of something related to grammar.
Thanks for your answer(s).
