The usual meaning of 'soar' contains ideas about ascending and great heights, so this is a little strange. I believe the author was using "soar" to indicate an impressive flight, or maybe just to mean "fly". I would paraphrase it as

A large owl [made an impressive flight / flew] down to him and deposited

Vultures and albatrosses are typical soaring birds.

At the opposite end of the spectrum are hummingbirds. They cannot soar.
