I think those are the appropriate prepositions, Mav. But remember that 'soar' means 'fly slowly in the air', so you often should not need the prepositional phrase of place at all:

'The eagle soared lazily in broad circles until it spotted an inattentive jack rabbit loping through the sagebrush.'
