.... so that ......(can/could).....?

[1] The local police were devastated that they'd caused the death of one of their own.

Q) Is [1] grammatically correct? I think that he would say "......that they could cause.......". I have learned in structure of such sentences, I should use "can","could","may", or "might" in "that" conjunction. But the sentence doesn't have such modals. Could you confirm whether the sentence is right ? Thank you in advance for your teaching.
