Which could be said ?

He's as stupid as to do that.Neither is good. A non-assertive plus so is the usual grouping. I assume you want to keep the as to pattern.

what's assertive and non assertive?

If you put NOT then you can say it, is that right

as in

He's not so stupid as to do that.

Assertive is, well, when you are asserting that something is true -- in other words a declarative statement. If you negate it, put it in a question form, or put it in a subordinate clause, especially in an if clause -- in other words put it in any form other than a declarative statement -- then it's non-assertive.

I had a question regarding "so as to" and "enough"

Are these 2 sentence both correct?

These are non assertive?

1 I'm not tired enough to go to sleep.
2 I'm not so tired as to go to sleep.
