Which one is correct:

"I don't intend to sublet the apartment, but transfer the lease to a new tenant, so the new tenant would be responsible for the apartment until the end of lease"

Is there any situation that #1 and #3 are (be?) correct.

My sentence is supposed to have some sense of doubt and question, so I feel "will be" may not be the correct choice.
