So much X as it is y

Getting an injection doesn't so much seem to hurt you as (it does) scare you.

Is it OK to include 'seem to' in this 'som much X as Y' phrasing?

I'd say it's okay, English. I personally overuse "seem" and "seems," and stick them in inappropriate places, so it's hard to say exactly what they modify. " ??

Do you feel that the meaning would be the same in your sentence were you to repeat "seems to," as "as it seems to scare you." ??
That is, do you intend that both the hurt and the scare may have an element of fantasy?
