for me, i'll use "spend".

and if the subject is something, i'll say "it cost me so much time and effort".

Strictly speaking, I think "expend" fits best with both nouns (in the sense that I assume is intended), but if this is a test question I think it is impossible to be sure of the expected answer (whether they are quibbling about whether "spend" and/or "take" strictly go with "effort", or whether these are accepted).
