So much riding on.....

Hello. I thought I knew pretty well what the word "ride" means, but I am having a trouble figuring out exactly what the word means when used in the following manner: Companies that can meet consumer's needs for fuel-efficient yet stylish cars...are likely to find huge opportunities fo growth once th economy recovers. That's partly why there's so much riding on the Administration's plans to revamp GM....

The Italicized part came from an article from the TIME magazine, that discusses whether the US goverment can save Detroit or not.

Can somebody explain to me what "riding" means in this context?

Thank you so much in advance.

"riding on" It is an idiom. In this example, it means almost everything is depending on the success of the administration's plans. I think the idiom originates in betting on horse races, when someone bets all the money he has on one horse to win.
