So much as

"The presence of the doctors at the torture black sites recalls nothing so much as the doctors and scientists at the Nazi concentration camps of WWII."

what does "so much as" mean in this context?

Here's what I've found so far:

"so much as"

1. but rather

I'm not looking at her ~~~ I am studying her hat.

2. even

From outside, no one could see ~~~ a light on in the house.
