Do these two have the same meaning?

I feel as though b has two meanings (#1 the furniture is arranged. And this has been done so that the...#2 the furniture is arranged in this way so that the...), while a has the same meaning as meaning #2 of b.

a. The furniture is so arranged that the interviewee and the interviewer are not physically separated by a desk.

b. The furniture is arranged so that the interviewee and the interviewer are not physically separated by a desk.

I still think the adverbial clause in b states either how or why the furniture was arranged, whereas a only states how it was arranged.

I do. "B" is like "The furniture has been arranged so ...."

I would say that a. emphasizes the arrangement of the furniture where as in b. the emphasis is on the physical separation. However, the meaning is the same.
