It is slang, and I think the writer might have made it up right then. "To snuff" is slang for "to kill", from the act of snuffing out a candle. The "off" signifies rejection; it is used in many similar expressions, like "blew him off", "froze him off", and "shrugged him off". I suppose she figuratively murdered him with her glance. Been there, dude.
