Can I say,

(b) He snores soundly on / in the bed.

Nothing really, in most cases. A speaker would tend to use 'in' if the bed were deeper in design and 'on' if it were flatter, more open and cot-like. 'In bed' is of course a separate idiomatic formation: I'm always in bed by midnight.
