smoke and mirrors

Hi

City hall saved taxpayers little with its smoke-and-mirrors trick of using money set aside for building renovations.

Does it mean City hall feathered their own nest by appropriating fradulently part of the money put aside for renovations?

Or it means the renovations cost less than the amount people were made to think it cost?

I think I get it now.

They spent the money on renovations to play to the galleries. Kinda pork-barell spending, I guess.

Without more context, I can't tell you what it means, but it doesn't sound like a good example of pork.
