HiThe beginning of the next song leads into an on-screen projection of the International Declaration of Human Rights, read by a woman whose face is cast onto billowing smoke.--- Does it mean that her face appeared on the screen surrounded by smoke?

Anyway, what I understood after checking in one thousand dictionaries and thinking about it for a while is that "if something like smoke (it's often associated with smoke) is billowing, it's moving and often raising in a cloud shape, or a large mass like a cloud anyway". So I would think of "thick smoke", the kind of smoke you can't see through, the kind of smoke that you see soon after explosions, for example. Not the smoke of a cigarette. On such a thick mass of smoke, I think it would be possible to cast a shadow, so maybe that's what the part in bold means.

This is my opinion, but I am not sure, since I was actually about to ask about the meaning of "billowing".

Now I'm curious to hear if I guessed right.

Yes, I think there was smoke, clouds of think smoke, and on those clouds you could see the shadow of a person. But this is my interpretation, I hope it's correct.
