Smart

1. Does "accessible" here mean understandable?

2. Is "smart" a verb (referring to words), an adjective (referring to words), or an adverb (referring to Nauman)? And what does "playing dumb by focusing on words that smart" mean?

Context:

Again, there is a sense of a message to be delivered and received that should be accessible through the vulgarity of the medium and through the conciseness of the words. But, this, as Robert Storr puts it, is Nauman’s way of playing dumb by focusing on words that smart, as for example in another piece which pairs the word ‘Eros’ with ‘Sore’.
