Small questions with "effectiveness"/"

1. Does effectively mean "in the best possible manner that sth can happen or be done"?

2. If we have an intuition, we can be both either be right or wrong about an outcome or possibility. Isn't?
Plus, suppose she has an intuition that the nearby manhole is uncovered. If this was for a fact, then we won't call it intuition. Am i correct?

3. Unable to see more than three inches in front of her nose without corrective lenses, Mary’s search for her missing glasses was frantic. (What does “frantic” mean in here? My dictionary meaning doesn't seem to fit in here according to me)

4. When we refer to "Communicate", does it also include "talking and speaking or a conversation"?
