Small clause question

In general, the subject postion is occupied with nominals, that/wh-clause or so but the bare sentences
That John came surprised us.
John had arrived surprised us. (incorrect)
Then how come the sentences below come into the use?
Workers angry about the pay is just the sort if situation that the as campaign was destined to avoid (Safir 1983)
Workers angry about the pay displeases the government. (Aarts 1992)
would you please specify the rule of small clause when it is possible to use in the subject position?
