Small but pushy

She was a small but pushy reporter.

Does pushy seem appropriate here in combination with small? Is it a natural label to put on a reporter?

Yes. The problem is that her being small makes it more likely she'd be pushy to my way of thinking. The formula "X but Y" requires strict antithesis. I have a notepad that inexplicably has on its cover the phrase "small but fierce", which is more like it. You can be tired but happy, old but hardy.
