I think you mean "The began to slow up" is wrong and can't make sense, right?
hm...A writer that I read a book written by says "up" can be used "the meaning of "increase" such as "speed up"
and can also be used without reference to any directions like plus or negative growth of speed .
Could you understand what I am saying? I hope that.
