slow track

Hello,
I looked up 'slow' in an online dictionary, and came across this usage:
3. Allowing movement or action only at a low speed: a slow track; a slow infield.
Is a 'slow track' something like, 'A track for race horses that don't run at G1 races'? Can you please tell me what it means? Thank you.

Anonymous Can you please tell me what it means? It is a track that because of its features or condition does not permit maximal speeds. Perhaps it is wet or tortuous.
