Slow-motion feeling

Hi

When somebody says: everything took on a slow-motion feeling inside me does it mean that the feelings of that person were slow or something?

It depends on the context. It may be that the person experienced a traumatic event, such as a car accident, during which one is supposed to perceive a slowing of time -- as if events are happening in a slow-motion film. But, as I say, more context is needed.
