Sloppy

When a person does not his work carefully , can I say he is sloppy or he is a sloppy student? If not, what is the word that can describe this kind of person?

'Sloppy' is the direct opposite of 'careful'. It is 'careless', 'loose', 'slovenly'. Suit yourself.

I am a little confused. I understand what ' sloppy' means, but are you saying that I cannot use ' sloppy' to descirbe a person, such as a sloppy student or a sloppy writer?

I see. I overlooked 'not' in your original post. You are right in saying that when someone does not do his work properly and carefully, he is sloppy. The word can doubtlessly describe people.
