Sleeping my feelings, functioning maturity

1: Jack is sleeping his feelings.
What does the phrase "sleeping his feelings" mean?

2: Is 'functioning maturity' a correct phrase?
A: He looks so mature now. B: Ya, he looks mature but hasn't reached a functioning maturity.

I think a person reaches a funtioning maturity when one's actions are based on mature thinking and that maturity is manifested in one's dealings. Do I make sense?
