"skirt" the fact

It's a moving tale but it's also funny, and more important it does not skirt the fact that in many cities around the world there are endless numbers of children living in poverty who will never see a red nose or a circus, let alone perform in one.
what does this "skirt" mean? following dictionary meanings don't make sense to me...

1. be around outside of something: to form a border along the edge of an area or object
2. move around outside of something: to travel along the edge of something such as an area, structure, or geographic feature
3. not deal with something: to avoid dealing with a subject in any depth, usually because it is tricky or unpleasant
4. give edge to something: to provide something with an attachment shaped like a skirt or border

Hello Akdom,

"To skirt the fact" is metaphorical: the "fact" is envisaged as an object which one must "skirt" (i.e. move cautiously round).
